Tim Cummins is founder and CEO of IACCM. With a background in Finance, he has specialised in contract and commercial management for more than 35 years, working in a variety of industries and jurisdictions. He is a frequent contributor to government enquiries and improvement initiatives, providing advice and research support on issues of policy, as well as practical interventions related to specific program improvement. In the last two years, Tim has personally been involved in public sector activities in the US, Canada, France, Denmark, Finland, Australia, New Zealand, Singapore and the UK

Kishwar is a Digital Transformation Advisor with extensive Commonwealth Government experience having worked with Defence, ATO, Department of Human Services and Department of Finance in various roles as a public servant, as a senior lawyer in a tier one firm, and as a management consultant.
Her experience in procurement includes designing complex procurement arrangements, visualisation of contractual arrangements, dispute resolution and advising on ICT procurement policy reform. She assisted the Digital Transformation Agency with the launch of their Digital Marketplace which has included implementation of click-wrap work orders and digitisation of the procurement process.
Department of Defence
Matt has been a specialist in the field of Performance Based Contracting (PBC) for 15 years
and more broadly working with Defence for 20 years. Over this time Matt has been actively
involved with integrating PBC techniques in over 200 procurements across a range of
sectors (Defence, Communications, Energy, Transport, ICT, Health and Community Support)
for customers both domestic and international.
Matt leads the Capability Acquisition and Sustainment Group (CASG) Performance
Contracting Centre of Excellence supporting programs in adopting PBC techniques within
their procurements, which relate to a total spend of approximately $2 Billion per annum.
Specifically, Matt is involved in software and ICT programs such as the Battle Management
System, the Joint Strike Fighter (JSF) Autonomic Logistics Information System (ALIS), various
Communications programs and deployable networking systems.
Matt also heads the CASG Scorecard team, a process Defence uses to assess performance
on a contract, program and portfolio basis. The Scorecard process is currently undergoing a
major review to ensure it is enabling Defence to make smart business decisions.
Historically, Matt is an engineer by trade earning a Bachelor and Masters from the
University of New South Wales. He has been an Aeronautical Engineer with the Army, has
deployed in support of operations and been an Operations Manager for a publicly listed
company responsible for managing a “P & L” account.
