Australian Taxation Office
Kelvin Zhu joined the Australian Taxation Office in 2017 as the Assistant Commissioner for financial statements and policies. Currently Kelvin is the Assistant Commissioner responsible for financial services and business partnership with key areas. Kelvin has extensive experience in the federal government sector, having held a broad range of senior roles in the finance field including budget, strategic sourcing and property management. Throughout his career, Kelvin has had significant involvement in managing key projects and organisational changes such as shared services transitions in the public sector. Kelvin is a CPA and also has a Master of Business Administration (MBA).
Jim Shanahan is the CFO of Infrastructure Australia. Infrastructure Australia is an independent statutory body that provides independent research and high quality advice to all levels of government, as well as investors and owners of infrastructure, on Australia's requirements for nationally significant infrastructure.
Jim leads the Corporate Services team in the delivery of Infrastructure Australia’s core service functions (finance, governance and risk, ICT, facilities, procurement, administration, and Human Resources) to enable the organisation to deliver on its strategic priorities.
Jim has over 25 years’ experience working in Finance roles in Government, Not-for-Profit and Financial Services firms in Australia, the United Kingdom and Ireland.
Department of Defence
Steven Groves is the Chief Finance Officer (CFO) for the Department of Defence.
Before being appointed as the CFO, Steven was the Acting Chief Operating Officer, Deputy Secretary Corporate and Enabling Group at the Department of Home Affairs.
Prior to this, Steven was the CFO of the Department of Home Affairs including in its various pre-merger entities including the Department of Immigration and Border Protection, the Australian Customs and Border Protection Service and the Australian Customs Service. While at ACBPS Steven also led a taskforce on Revenue and Trade Crime. Steven joined Customs in 2008. Steven was first appointed a CFO of a Commonwealth Department in 2007 at the Department of Veterans Affairs.
Prior to Veterans Affairs, Steven spent 8 years in corporate accounting roles at the Australian Taxation Office (ATO) leading at various times the Management Accounting and Financial Operations Branches. During this time, he worked directly to the ATO CFO in a deputy role.
Steven has extensive experience in executive and leadership positions within the Commonwealth Public Service with over 20 years working predominantly in senior corporate finance roles.
Department of Environment & Energy
Erin Cockram was the Deputy Chief Financial Officer for the Department of the Environment and Energy prior to commencing maternity leave in September 2019.
Having commenced her career in private accounting firms, Erin moved into the public service in 2013. She worked in the Australian Electoral Commission for a number of years, including two years as the Chief Finance Officer.
CA qualified and with extensive experience in providing financial and management accounting services to organisations, Erin believes that financial management practices should assist an organisation in meeting its objectives but should not itself drive strategy. Central finance areas should be seen as a center of excellence and provide high quality customer services to the organisation.
