Dr Judd has been the Chief Executive HammondCare for two decades. During his tenure, HammondCare has grown significantly from a small organisation serving fewer than 250 clients to one of Australia’s top 50 charities. Today, HammondCare is recognised as a leading provider of dementia care, supporting close to 3,000 aged care residents and clients in NSW and Victoria. It also provides palliative care, rehabilitation and psycho-geriatric care to hundreds of patients through its hospital and community health network. DrJudd has written books and given presentations on dementia design, the role of charities in Australian society, the rights of older citizens and aged care leadership.

Josh Maldon

Josh Maldon is currently the Acting Assistant Secretary of the Aged Care Quality and Regulatory Policy Branch in the Department of Health. In this position he has responsibility for overseeing a number of key elements of aged care quality reform, including quality indicators and the development of a single quality framework across residential and community aged care.


Prior to his positions in the Quality and Regulatory Policy Branch, Josh worked across a range of social policy areas in the Department of Health and the Department of Social Services, including within the Aged Care Complaints Scheme.


Motivated by social justice issues, Josh started his career with the Australian Competition and Consumer Commission where he was involved in investigating, managing litigation, and providing advice on competition and consumer policy issues.


Josh has degrees in management and law, a graduate diploma in legal practice and is admitted as a lawyer to the ACT Supreme Court.

Paul Sadler is the Chief Executive Officer of Presbyterian Aged Care NSW & ACT. Presbyterian Aged Care serves over 1,700 older people through residential aged care, community care and retirement housing across metropolitan and regional areas of NSW and ACT. Previously, Paul was CEO of Aged & Community Services NSW & ACT, the peak body representing not-for-profit aged and community care service providers. He also held various positions on ageing and disability issues in the NSW Government, including Manager of HACC (Home and Community Care) and Ageing Programs, and worked as a social worker with frail older people, people with disabilities and their carers.

Christina Bolger is Executive Director of Programs and Education at the Australian Aged Care Quality Agency. The Quality Agency is responsible for accreditation of residential care services, and quality review of home care services. Christina has worked across service delivery, research and policy and regulation with State and Commonwealth Government and is passionate about delivering programs and services that provide assurance of quality care and enable excellence and innovation. She has a Masters in Public Administration (ANZSOG) and a health background in Physiotherapy.
