Dr Stephen Duckett is Director of the Health Program at the Melbourne-based think tank, Grattan Institute. He has held top operational and policy leadership positions in health care in Australia and Canada including as Secretary of what is now the Commonwealth Department of Health. He has a reputation for creativity, evidence-based innovation and reform in areas ranging from the introduction of activity-based funding for hospitals, to new systems of accountability for the safety of hospital care. An economist, he is a Fellow of the Academy of Social Sciences in Australia.

How to improve hospital performance through activity based budgeting & planning
James Downie is the Executive Director of Activity Based Funding (ABF) at the Independent Hospital Pricing Authority (IHPA). He leads the teams responsible for delivering the classification, costing and pricing functions of IHPA as well as the data acquisition activities.
Prior to this he was Manager Funding Systems Development in the Victorian Department of Health, responsible for Victoria’s existing funding models, and the national ABF developments. He has also worked on Service Redesign at the Royal Children’s Hospital in Melbourne, and prior to that spent 15 years in the mining industry.

Natalie has had various experience in Finance positions ranging from various accountant positions from 1995-2009 which include Bhp Billiton, Natalie then went on to be the Financial controller at the Alfred Hospital from January 2012 – February 2015 and is now the Executive Director of Finance at Western Sydney Local Health District from February 2015 to present.

Dr Craig Margetts is the Director of Medical Services at Redcliffe Hospital in Metro North who has over 20 years’ experience in Casemix, ABF and hospital management and led the introduction of clinical costing to Australia in the 90’s.
Dr Margetts was Director of Finance and Administration at the Royal Darwin Hospital during the introduction of Casemix and the divisionalisation (streaming). He has worked in a range of senior management positions being General Manager EDMS roles in Victoria, Northern Territory, New South Wales and Queensland. He has been in Queensland for the last 14 years.
As well as a medical degree he has a MBA from Monash University and is a Fellow of the Royal College of Medical Administrators.

Forwarding activity based hospitals
Activity based funding has been proven to be effective in reducing costs and allowing for higher accuracy in funding, through costing and coding of operations and procedures that use a wide variety of resources. ABF is not the only source of funding for hospitals, but it also holds the potential to allow hospitals to mature by providing a way for them to track progress and find areas of inefficiency. ABF provides a way to accurately report hospital activity and ensure adequate funding to continue operations through the next budget.
